Okay, I'm afraid I'm going to have to call BS on this one. If you look at other photos of this moment it's pretty obvious from the context that it was before the ceremony had begun and he was just goofing around with someone in the crowd. I expect dignity and gravity from my government officials, too, in the appropriate settings, but for pete's sake, they're not robots.
I second StyleSpy. Rahm Emmanuel wa NOT making this gesture to Bush or anyone connected with Bush. He was horsing around with his former House colleagues -- Democratic House colleagues.
